{"id":487,"date":"2019-09-22T18:10:56","date_gmt":"2019-09-22T18:10:56","guid":{"rendered":"https:\/\/breaking-the-silence.online\/index.php\/2019\/09\/22\/is-an-alcohol-ban-necessary\/"},"modified":"2024-09-14T06:25:04","modified_gmt":"2024-09-14T06:25:04","slug":"is-an-alcohol-ban-necessary","status":"publish","type":"post","link":"https:\/\/amaliafoka.com\/breaking-the-silence\/index.php\/2019\/09\/22\/is-an-alcohol-ban-necessary\/","title":{"rendered":"Is an alcohol ban necessary?"},"content":{"rendered":"<div class=\"intro-text\">\n<p>Immersed in the <strong>country<\/strong>&#8216;s <strong>alcohol<\/strong> <strong>industry<\/strong> for a career that includes stints at <a href=\"http:\/\/en.wikipedia.org\/wiki\/Bacardi\" target=\"_blank\" rel=\"noopener noreferrer\">Bacardi<\/a> and Pernod, Mehta is both proud of his employee&#8217;s achievements in recent months but is well-aware of the challenges that lie ahead.<\/p>\n<\/div>\n<p><span class=\"dropcap square\" style=\"background-color: #ffffff; color: #000000; border-color: #ffffff;\">In&nbsp;<\/span><a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a>, a <strong>country<\/strong> that contains a number of dry <strong>states<\/strong> and numerous anti-<strong>alcohol<\/strong> advocates, those challenges can appear with little warning.<\/p>\n<p>SM: Drinking has had its <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong> side in <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a>, but that&#8217;s changing.<\/p>\n<p>So, every social gathering that you will see in a large <strong>part<\/strong> of the society does have <strong>alcohol<\/strong> as <strong>part<\/strong> of it.<\/p>\n<p>Corporate get-togethers also have <strong>alcohol<\/strong> as a <strong>part<\/strong> of it.<\/p>\n<p>SM: So few zero-<strong>alcohol<\/strong> brands have launched in <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a>.<\/p>\n<p>What does the future hold for low- and no-<strong>alcohol<\/strong>? &#8211; Click here for a just-<strong>drinks<\/strong> analysis. Over the long run of <a href=\"http:\/\/en.wikipedia.org\/wiki\/Netflix\" target=\"_blank\" rel=\"noopener noreferrer\">Netflix<\/a>\u2019s first animated series, &#8220;Bojack Horseman,&#8221; the <strong>show<\/strong> touched on the both difficult and fun topics of life: sex, drugs, <strong>alcohol<\/strong>, substance dependence, love, mistakes, and facing fear, to name a few. The <strong>show<\/strong>, although certainly an adult cartoon, brought to the forefront important and essential conversational topics that had been <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong> in animated shows for far too long.<\/p>\n<p><img loading=\"lazy\" class=\"size-medium wp-image-167 alignright\" src=\"https:\/\/amaliafoka.com\/breaking-the-silence\/wp-content\/uploads\/2020\/10\/alcohol-1.png\" alt=\"\" width=\"300\" height=\"300\"><\/p>\n<p>In the episode titled, &#8220;That\u2019s Too Much, Man!&#8221; from Season Three, in a bender after losing his grip on reality, Horseman ripped Sara Lynn, voiced by <a href=\"http:\/\/en.wikipedia.org\/wiki\/Kristen_Schaal\" target=\"_blank\" rel=\"noopener noreferrer\">Kristen Schaal<\/a>, out of sobriety and into a cocaine, <strong>alcohol<\/strong>, and prescription pill-fueled spiral. As this episode ended, so did the life of Sarah Lynn. The bender \u2014 which left Horseman with only a headache \u2014 resulted in the tragic loss of the life of the one person he believed he could love, the one person with whom he could be a friend. The severity of this situation and Horseman\u2019s incredulous dodging of its consequences continued for almost three full seasons. In the final season, the audience and Horseman alike deserved and needed closure for this and all other terrible acts. For what would be the first and <strong>only time<\/strong>, Horseman needed to understand the consequences of his most deeply hidden, secret mistake. He had to face the light about what he did to Sarah Lynn. Horseman had to grapple with the true significance of his action and his crippling sense of guilt.<\/p>\n<p>Horseman, forced to confront his mistakes in front of the world, instead decided, in his usual way, to address his issues through <strong>alcohol<\/strong> and drug abuse. He broke into the mansion he was forced to sell in bankruptcy and overdosed on pills, vodka, and pool water. In the incredible penultimate episode, deep in Horseman\u2019s unconscious mind as he came to terms with the deaths of the many <strong>people<\/strong> no longer in his life, it seemed as if Horseman was finally reconciling his mistakes. Sadly, just as he was beginning to let go of all the deaths and struggles of his life, Horseman woke up in the hospital. He finally made amends for his wrongs. For the first time, he accepted his flaws.<\/p>\n<p>Our knowledge about <strong>alcohol<\/strong> is surprisingly \u00adrubbish.&#8221; She points to the belief that a glass of red wine is good for you, evidence for which, she says, is &#8220;shoddy at best&#8221;.<\/p>\n<p>She uses the example of mixing \u00adcocaine and <strong>alcohol<\/strong>, which is more harmful than when each is taken separately because they interact in a dangerous way.<\/p>\n<p>And <strong>alcohol<\/strong> on its own is bad enough, she adds.<\/p>\n<p>&#8220;We all misjudge how much <strong>alcohol<\/strong> we have and <strong>end<\/strong> up with a hangover \u2013 and that\u2019s with a drug that is well regulated.&#8221; As is the case with many families, her own parents were very open about <strong>alcohol<\/strong>, but never spoke about illegal drugs. Part of the Just Say No generation, Dr Gage remembers a policeman coming into her school in Missenden, Buckinghamshire, where she grew up, with a glass-fronted suitcase showing various substances and paraphernalia, to talk about the criminal risks of \u00adtaking drugs. &#8220;The health risks and implications weren\u2019t really covered \u2013 apart from that you could <strong>end<\/strong> up like <a href=\"http:\/\/en.wikipedia.org\/wiki\/Leah_Betts\" target=\"_blank\" rel=\"noopener noreferrer\">Leah Betts<\/a> .&#8221; Now 36, and, while not a parent herself, she thinks there\u2019s a better way to talk to young <strong>people<\/strong> about the subject.<\/p>\n<p>The man, identified simply as Kumar, later told a news agency that he wanted to help out <strong>people<\/strong> suffering from <strong>alcohol<\/strong> withdrawal symptoms.<\/p>\n<p>&#8220;Yesterday, I had noticed that a woman was suffering from convulsions due to <strong>alcohol<\/strong> ,&#8221; he said. &#8220;I had a bottle at my residence.<\/p>\n<p>According to a 2018 World Health Organization report, excessive <strong>alcohol<\/strong> <strong>consumption<\/strong> kills around 260,000 in <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> every year.<\/p>\n<p><a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> is among a handful of countries, including <a href=\"http:\/\/en.wikipedia.org\/wiki\/Thailand\" target=\"_blank\" rel=\"noopener noreferrer\">Thailand<\/a> and South Africa, that has stopped <strong>alcohol<\/strong> <strong>sales<\/strong> while imposing a nationwide <strong>lockdown<\/strong>.<\/p>\n<p>On 14 April, WHO\u2019s regional office for <a href=\"http:\/\/en.wikipedia.org\/wiki\/Europe\" target=\"_blank\" rel=\"noopener noreferrer\">Europe<\/a> called for restrictions on <strong>alcohol<\/strong> access during the <strong>lockdown<\/strong>. &#8220;At times of <strong>lockdown<\/strong> during the COVID-19 pandemic, <strong>alcohol<\/strong> <strong>consumption<\/strong> can exacerbate health vulnerability, risk-taking behaviours, mental health issues and violence,&#8221; it said in a press note.<\/p>\n<p>In <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a>, alcoholic beverages are classified as &#8220;food&#8221; under the Food Safety and Standards Act, 2006. The <strong>lockdown<\/strong>, however, has seen <strong>liquor<\/strong> vends closed, with the &#8220;wine-cellars&#8221; in grocery <strong>stores<\/strong> stocking <strong>alcohol<\/strong> also off limits.<\/p>\n<p>Nearly 57 million Indians are addicted to <strong>alcohol<\/strong>, according to a 2019 study by the All <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> Institute of Medical Sciences .<\/p>\n<p>By the second week, six in Tamil Nadu had died after trying to substitute <strong>alcohol<\/strong> with after-shaves and varnish.<\/p>\n<p>Some of them add that bottled <strong>alcohol<\/strong> is being sold at twice its rate in parts of <a href=\"http:\/\/en.wikipedia.org\/wiki\/Mumbai\" target=\"_blank\" rel=\"noopener noreferrer\">Mumbai<\/a>, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Delhi\" target=\"_blank\" rel=\"noopener noreferrer\">Delhi<\/a> and Bengaluru.<\/p>\n<p>The alcoholic beverage <strong>industry<\/strong> accounts for 15-30% of <strong>liquor<\/strong>-selling <strong>states<\/strong>\u2019 earnings, according to the International Spirits &amp; Wine Association of <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> , which represents some of the <strong>country<\/strong>\u2019s largest <strong>liquor<\/strong> manufacturers.<\/p>\n<p>In 2019-20, Iswai claims, the <strong>states<\/strong> earned \u20b92.5 trillion in taxes from <strong>alcohol<\/strong> <strong>sales<\/strong>.<\/p>\n<p>Successive governments have treated their products as <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong>, adds Manepally, despite the <strong>liquor<\/strong> <strong>industry<\/strong> being one of the biggest revenue generators. In many <strong>states<\/strong>, he points out, the regulatory department is called the &#8220;prohibition and excise department&#8221;.<\/p>\n<blockquote class=\"pullquote align-left\"><p>But doing away with <strong>alcohol<\/strong> altogether would prove too costly for the economy, adds Shekhawat. &#8220;With zero turnover, the <strong>industry<\/strong> stares at a loss of \u20b930,000-40,000 crore, not to discount loss of jobs in manufacturing units, transportation, distribution and retail&#8221; While exact employment figures are not available, Shobhan Roy, chief of the All <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> Brewers Association, told The Times Of <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> earlier this month that the <strong>industry<\/strong> employs nearly a million <strong>people<\/strong>.<\/p><\/blockquote>\n<p>By the third week of April, West Bengal, Karnataka and <a href=\"http:\/\/en.wikipedia.org\/wiki\/Delhi\" target=\"_blank\" rel=\"noopener noreferrer\">Delhi<\/a> were reportedly considering &#8220;partial loosening&#8221; of <strong>alcohol<\/strong> curbs for immediate revenue generation, some by allowing <strong>home<\/strong> <strong>delivery<\/strong>. From 13 April, Assam and <a href=\"http:\/\/en.wikipedia.org\/wiki\/Meghalaya\" target=\"_blank\" rel=\"noopener noreferrer\">Meghalaya<\/a> allowed <strong>liquor<\/strong> shops to sell for a few hours every day, although Assam rescinded its decision shortly after the Union <strong>government<\/strong> directive. On 20 April, Maharashtra health minister Rajesh Tope too said <strong>alcohol<\/strong> shops should be kept open if social distancing norms are followed.<\/p>\n<p>Pratima Murthy, professor at the National Institute of Mental Health and Neurosciences , Bengaluru, says that while she can understand the rationale of the <strong>alcohol<\/strong> ban during the <strong>lockdown<\/strong>, she believes it could have been done differently. &#8220;Before you announce a ban like this, you must inform <strong>people<\/strong> in advance.<\/p>\n<p>Nimhans has seen twice the number of <strong>people<\/strong> seeking treatment for addiction in the past few weeks, with nearly 25 <strong>people<\/strong> turning up in the emergency ward every day. &#8220;Alcohol dependence is a disease,&#8221; says Dr Murthy.<\/p>\n<p>Abraham Varghese, Kerala president of IMA, says <strong>alcohol<\/strong>-use prescriptions would be against ethical norms. &#8220;Any doctor who can prescribe <strong>alcohol<\/strong> can prescribe treatment as well,&#8221; he says.<\/p>\n<p>&#8220;The Kerala <strong>government<\/strong> had allowed 3 litres of <strong>alcohol<\/strong> to be <strong>home<\/strong>-delivered for those with a <strong>liquor<\/strong> pass,&#8221; he adds. &#8220;If the <strong>government<\/strong> can ensure such distribution, we are not against <strong>alcohol<\/strong> <strong>consumption<\/strong> during the <strong>lockdown<\/strong>.&#8221;<\/p>\n<p>Share ViaNEW DELHI: Before <strong>lockdown<\/strong>, 29-year-old Arman Malik never thought he could block a time to buy his preferred bottle of <strong>alcohol<\/strong> from the neighborhood <strong>liquor<\/strong> store in <a href=\"http:\/\/en.wikipedia.org\/wiki\/Delhi\" target=\"_blank\" rel=\"noopener noreferrer\">Delhi<\/a>.<\/p>\n<p>His friends in <a href=\"http:\/\/en.wikipedia.org\/wiki\/Mumbai\" target=\"_blank\" rel=\"noopener noreferrer\">Mumbai<\/a>, meanwhile, opt for <strong>home<\/strong> <strong>delivery<\/strong> of <strong>alcohol<\/strong>.<\/p>\n<p>In Ranchi, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Jharkhand\" target=\"_blank\" rel=\"noopener noreferrer\">Jharkhand<\/a>, <strong>delivery<\/strong> of <strong>alcohol<\/strong> is allowed through applications like Zomato and Swiggy.<\/p>\n<p>The sale of <strong>alcohol<\/strong> is a focus area for state governments to earn revenue.<br \/>\n<img loading=\"lazy\" class=\"size-medium wp-image-168 aligncenter\" src=\"https:\/\/amaliafoka.com\/breaking-the-silence\/wp-content\/uploads\/2020\/10\/alcohol-2.png\" alt=\"\" width=\"300\" height=\"300\"><\/p>\n<p>The <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong> associated with <strong>alcohol<\/strong> seems to have faded as <strong>states<\/strong> go out of their way to allow <strong>home<\/strong> <strong>delivery<\/strong> of <strong>liquor<\/strong>, and launch special apps and websites to make its access easier.<\/p>\n<p>&#8220;The website has its glitches but it makes it so simple. So far <strong>alcohol<\/strong> has been a <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong> subject which no <strong>government<\/strong> acknowledging it. Such steps by the <strong>government<\/strong> are welcome to ease the purchase of <strong>alcohol<\/strong>,&#8221; Malik said.<\/p>\n<p><a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> has been under a <strong>lockdown<\/strong> since 24 March. The sale of <strong>alcohol<\/strong> was banned in the first two phases until 3 May. The subsequent opening of <strong>stores<\/strong> saw jostling crowds at <strong>liquor<\/strong> shops flouting social distancing norms. Keeping the safety issues in mind, state governments had to mull changes for the sale of <strong>alcohol<\/strong>.<\/p>\n<p>The value added tax on <strong>alcohol<\/strong> is a key source of income for state governments. Since the imposition of the Goods and Services Tax, the VAT on <strong>alcohol<\/strong> remains with <strong>states<\/strong>. After the opening of <strong>stores<\/strong> at least 11 <strong>states<\/strong> &#8212;<a href=\"http:\/\/en.wikipedia.org\/wiki\/Delhi\" target=\"_blank\" rel=\"noopener noreferrer\">Delhi<\/a>, Assam, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Meghalaya\" target=\"_blank\" rel=\"noopener noreferrer\">Meghalaya<\/a>, Karnataka, Andhra Pradesh, Telangana, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Uttar_Pradesh\" target=\"_blank\" rel=\"noopener noreferrer\">Uttar Pradesh<\/a>, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Haryana\" target=\"_blank\" rel=\"noopener noreferrer\">Haryana<\/a>, Rajasthan, Tamil Nadu and West Bengal &#8212; have imposed special corona cess on <strong>alcohol<\/strong>.<\/p>\n<p>Political analyst say it is very clear and simple that the <strong>states<\/strong> are looking at <strong>alcohol<\/strong> to harness its revenue potential and taxes on <strong>liquor<\/strong> are an important source.<\/p>\n<p>&#8220;The state governments have made a very spirited defence of <strong>alcohol<\/strong>.<\/p>\n<p>A large <strong>part<\/strong> of state governed revenues come from the sale of <strong>alcohol<\/strong>, the tax they receive on the sale.<\/p>\n<p>The high level of resources that flow to the state on account of the <strong>consumption<\/strong> of <strong>alcohol<\/strong>, governments bent over backwards to be able to ease the flow of <strong>liquor<\/strong> in their <strong>states<\/strong> so that the sale, <strong>consumption<\/strong> would resume and state governments would have greater flow of resources,&#8221; Sandeep Shastri, a political analyst and pro vice-chancellor of Jain University, Bengaluru.<\/p>\n<p>In regular middle-class homes in <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a>, drinking is <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong>, which explains the surreptitious swigs of whisky out of the boot of a car during wedding processions.<\/p>\n<p>&#8220;Alcohol is not alien to our culture, it\u2019s <strong>part<\/strong> of our celebrations, but it is made out to be <strong>part<\/strong> of an illicit narrative. It is almost like an admission of guilt,&#8221; said Bhaduri. However, the outbreak of covid-19 and the ensuing <strong>lockdown<\/strong>, which forced <strong>people<\/strong> to stay indoors, may have just nudged the society a bit to change.<\/p>\n<p>Not just that, the covid <strong>lockdown<\/strong> has also pushed several state governments to allow online <strong>sales<\/strong> and <strong>home<\/strong> <strong>delivery<\/strong> of <strong>liquor<\/strong>, which may lend the category more acceptability. On Tuesday, Maharashtra, too, permitted <strong>home<\/strong> <strong>delivery<\/strong> of <strong>alcohol<\/strong> to join the club with Punjab, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Chhattisgarh\" target=\"_blank\" rel=\"noopener noreferrer\">Chhattisgarh<\/a> and West Bengal, which had taken the lead last week.<\/p>\n<p>It should be able to sell like any other FMCG product and it can still be taxed and regulated,&#8221; said Roshini Sanah Jaiswal, promoter, Jagatjit Industries, and vice chairman, Confederation of Indian Alcoholic Beverage Companies , the <strong>industry<\/strong> body for <strong>liquor<\/strong> firms.<\/p>\n<p>In fact, the All <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> Brewers Association has been asking state excise departments to introduce policies facilitating <strong>home<\/strong> <strong>delivery<\/strong> of beer, wine and <strong>alcohol<\/strong> by allowing licensed retailers and wholesalers to deliver products at <strong>home<\/strong> with proper age verification protocols in place. It\u2019s also seeking a special licence for private e-commerce companies and food <strong>delivery<\/strong> companies to take orders and fulfil demand from existing licensed retailers and wholesalers in state.<\/p>\n<p>However, Jaiswal is also voting for permitting grocery <strong>stores<\/strong> to sell <strong>alcohol<\/strong>. &#8220;E-commerce <strong>delivery<\/strong> will help only a certain segment of consumers. To further promote social distancing, grocery <strong>stores<\/strong> should be given cheaper permits with limits on how much <strong>alcohol<\/strong> they can stock. That will take care of crowding around <strong>liquor<\/strong> vends,&#8221; she said.<\/p>\n<p>If <a href=\"http:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener noreferrer\">India<\/a> followed the European model of allowing supermarkets to store and sell <strong>alcohol<\/strong>, it would have prevented stampedes outside <strong>liquor<\/strong> vends, he said.<\/p>\n<blockquote class=\"pullquote align-right\"><p>Formerly <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong>, selling beer and <strong>alcohol<\/strong> at college sporting events has become prominent across the <strong>country<\/strong> in the last few years.<\/p><\/blockquote>\n<p>In fact, ten of fourteen schools in the A-10 now sell <strong>alcohol<\/strong> at men\u2019s basketball games.<\/p>\n<p>&#8220;I don\u2019t know why it was <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong> before; it certainly was,&#8221; Hendricks said. &#8220;I think <strong>people<\/strong> were initially concerned that you\u2019re going to just open up a can of worms from a standpoint of fan behavior.&#8221;<\/p>\n<p>This has created push-back on some colleges selling <strong>alcohol<\/strong> in the past.<\/p>\n<p>The <strong>alcohol<\/strong> is served in clear plastic cups.<\/p>\n<p>Finally, gameday staff, sometimes called <strong>show<\/strong> pros, go through a full training how to monitor <strong>alcohol<\/strong> <strong>sales<\/strong> and <strong>consumption<\/strong>.<\/p>\n<p>While the correlation between beer <strong>sales<\/strong> and attendance does not necessarily indicate <strong>alcohol<\/strong> as a causal factor, there has certainly been a spike in attendance so far this season.<\/p>\n<p>This season, the Athletic Department is hoping to serve <strong>alcohol<\/strong> during <strong>home<\/strong> conference weekend series.<\/p>\n<p>The new documentary &#8220;Islam and the Future of Tolerance&#8221; sheds much needed light on an issue engulfed in ignorance, confusion, <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong>. The film centers on Sam Harris, an atheist intellectual, and Maajid Nawaz, a former Islamist turned reformer, who engage in a serious, frank, even brave, conversation on Islam, the Islamist threat, and attempts to silence discussion on these issues.<\/p>\n<p>At the outset, Harris and Nawaz challenge the emerging <strong><span style=\"color: #ff0000;\"><strong>taboo<\/strong><\/span><\/strong> about discussing Islam. They reject the widely held idea that criticizing Islam is inherently racist or &#8220;Islamophobic.&#8221; Clearly racism against Muslims is a real phenomenon, and it\u2019s true that many view Islam as a kind of tribal\/racial identity.<\/p>\n<p>Nawaz takes the position that interpreting a religious text requires a sensitivity to its context, cultural setting, and intent.
